Sam Lemin

Sam is an experienced senior manager with a background in accounting, finance and professional services across Australia and the United States. Analytical, proactive and highly collaborative, he focuses on helping organisations achieve clarity, accuracy and confidence in their financial and commercial decisions.Sam has spent the last four years working in the Maritime domain of Defence as a lead cost modeller and finance specialist to projects who specialises in developing robust finance and costing artefacts that help projects and teams achieve success in delivery and execution as they progres through the various stages of unapproved and approved finance. Sam has worked across an array of project and products over his time developing robust cost models that have catered to various government submission types and requirements aross different platforms. In addition to developing and creating cost models for Defence, Sam has been integral in providing financial support to stakeholders and ensuring prior to and post government submission that projects and products are able to report accurately any financial related information and data. Sam has led multiple projects and products through IIP rebuilds, additional estimate and budget estimate activities, Navy Sustainment Review Board presentations, Section 23 approvals, customised escalation pricing workbooks, and various NSSG and CASG requied artefacts including but not limited to material acquisition agreements, project capitalisation plans, asset valuation models, Asset under construction impairment and reconciliation worksbooks. Prior to working in the Maritime area, Sam worked with Defence’s CASG Commercial and Financial Analysis team (CFA) and specialised in the JOINT domain where he led multiple tender evaluations, provided contract change proposal assessments and led cost investigations across various projects and products. Sam also played a key role in developing the ASDEFCON Acquisition and Support Pricing Workbooks, that incorporated AIC measurements and tailored customised advanced Excel-based tools to support project and client needs.With deep expertise in financial analysis, tender evaluations, audit, cost and managerial accounting, and financial investigations, Sam is highly skilled in building dashboards, pricing models and bespoke Excel solutions. He brings a strong blend of technical financial capability and practical delivery experience that supports informed, defensible decision-making for clients.
