Jessica Chen

Jessica is a Commercial Manager with 14 years’ professional experience.

Jessica brings extensive experience procurement planning and execution, contract management, industry engagement, and supply chain development.  

Most recently, Jessica was a commercial manager in the Guided Weapons and Explosive Ordnance (GWEO) Group. As the commercial lead of the GWEO Enterprise Partner Deeds, she managed a team of APS and Contractors to rapidly procure services and subject matter expertise critical to the delivery of GWEO capability and strategic objectives. Jessica subsequently successfully managed two Deeds of Standing Offer and over 50 work task orders. Jessica also provided commercial advice and support on the engagement of GWEO Strategic Industry Partners to develop an Australian GWEO manufacturing capability.

Jessica was the commercial lead on a number of key Government Cyber Uplift projects under the Australian Signal Directorate’s REDSPICE program. After leading end-to-end procurement and Memorandum of Understanding processes Jessica was responsible for the commercial management of the resulting agreements.  

Jessica successfully managed planning and delivery of multiple successful Australian Industry Capability and Global Supply Chain initiatives and contract obligations to the Department of Defence in her prior roles in Lockheed Martin Australia and Raytheon Australia. She brings this industry insight to her work for the Department of Defence in planning and maintaining effective relationships with industry while achieving value for money capability delivery.
